See part I circled from manual. This light appears to always be on while driving. It's part of the overhead dome lighting. Anyone know what it is or is for?

So, do those buttons just turn those lights on and off? In my 2019 SUV etron, it has two lights, but not behind covers and they have no switches, but are turned on and off capacitively by touching them.

The buttons cycle through the lights, yes. I’m talking about the little open with a light in it that isn’t controlled by anything that I can tell.

It’s just a low power light to illuminate the center console; I would guess primarily the start button and shift knob. I’ve seen some ICE vans with similar lights. Quite handy in them, but once you get in the GT, most things have their own illumination.
